Reasonable in terms of the "err on the side of caution" rule. And in terms of the effect on careers and reputations and savings accounts if they dismissed it altogether and something actually happened.
We live in a different world nowadays. You can't just go swaggering around, cigar stub in mouth, thinking "Ahhhhh, what a bunch of pansies" any more.

Yeah, and besides, in general, one only loads 28 rounds in the 30 rd detachable magazine.

It would also give rise to derision from all the true gunnies of the world -- those who know the difference between a "clip" and a "magazine." All real operators know that the only true "clip" is the M1 Garand's 8-round en bloc clip, and that most stripper clips are only ten rounds. (Except my 8mm Mauser ammo, which is on 5-round stripper clips.)

Possibly not strictly true. I believe the Russians had an anti-tank rifle which used an actual clip. Also, going bigger in bore, I believe the 40 mm* AA gun used clips, although strictly, these did not enter the gun.

The Mosin-Nagant also uses 5 rd stripper clips if my recollection is on target. I gave mine away and don't remember fer shore.

^ Dang, forgots me about dem. And I had a 1917 .45 and had a hatful of half-moon clips.
I guess the moral is never make a definitive exclusionary statement if you can help it. Never.
Miss that damned gun. Bought it (1969-ish) for about $60. Traded it for something "up." They're now getting moderately precious.
Scared the hell out of a would-be car thief with it by shooting into the dirt. But that's another story.
