I'm looking for a free utility that converts MPEG-4 audio files to Windows Media Audio format. There are a quite a few to choose from, based on my online searching, but I know nothing about any of them, which ones are really malware, etc.
Suggestions are appreciated. Thanks.

I'm not sure if VLC (from VideoLAN) can do that one, but I suspect it can. The user interface might be a little confusing tho', it sure was last time I used VLC to do conversions rather than just playback.

FFmpeg (https://ffmpeg.org/), Winff (https://sourceforge.net/projects/winff/) is the windows GUI front end.

I can convert the file to .wav format with VLC. If there is a way to produce .wma output, I haven't found it yet.

https://wiki.videolan.org/ASF/ Try producing a .asf outfile and rename it .wma? (I may try later that and see what happens)

I was. I'm more convert the other way around. MP4 is an open format. WMA isn't.
