Yes.
Manning was refused to testify to a grand jury after receiving a subpoena to do so.

Although it pains me to do so, I'd side with Wikileaks and Assange over the fed.gov. individual US citizens breaking the law to illegally obtain the info is a different matter. And Manning should still be in prison.
Open information quasi-stateless organizations, and open source peer-2-peer technology is the one hope freedom has against the state.
