need info on advertising biz

how does a newspaper "certify" its circulation numbers? isn't there a organization that handles that?  and whats the penalty for fudging the numbers?

It is much more powerful to seek Truth for one's self.  Seeing and hearing that others seem to have found it can be a motivation.  With me, I was drawn because of much error and bad judgment on my part. Confronting one's own errors and bad judgment is a very life altering situation.  Confronting the errors and bad judgment of others is usually hypocrisy.

There may be an industry organization that audits circulation numbers, but I'm not aware of it. Typically newspapers will use the number of papers printed as a guide to their circulation. I know that a number of newspapers have been caught overstating their circulation in order to keep ad rates up.

The Milwaukee Journal Sentinel was (don't know if they still are) sending papers to people even after they'd cancelled, just to keep the circulation numbers up. They were sued by advertisers a few years back for fudging the numbers.

paper i work for is right tricky and they allowed documentation of it to fall in the wrong hands

But do it through an attorney.

The papers the wife worked for had the rough formula of (X)number of papers sold X (abitrary) number of people that read each paper sold= circulation. The varied the number of people that "read each paper sold" from time to time for various reasons.
