There was a lot of waste/fraud/abuse in that part of the program.

I'm sorry, I thought waste, fraud, and abuse was the PURPOSE of the Obamaphone program.  Did something go amiss?

Multiple news stations here in Tulsa have done investigative reports on this the past 6 months or so.  Just like anything else that is "free" it is going to be abused.

Aren't they working in an 'economically depressed' neighborhood?

Probably not the best place to tell people 'no.'

I've seen them all over Tulsa in all economic sectors.  They are usually set up on a busy street corner under an awning with big banners saying "Free Phone!"
