Dubai is look to reduce traffic, so they are considering a minimum salary requirement for car ownership.  Said requirements would then encourage use of public transportation.

The state of Nevada brought on a poor tax.  If you own a car older than 2003, you have to pay extra registering it every year.  On my 97 Dodge, it's about $42 extra and I still have to pay to smog it.  This was to encourage people to buy new cars.

Who owns old cars (I am not talkign classics)?  Poor people for the most part.  This was a tax forced through by the democrats in this state.  The Republican governor vetoed the bill and the dems over road it.

That's borderline 'broken windows' economic fallacy- though I've learned a long timevago that lefties don't typically understand economics very well.
I actually drive a 98 car as my daily driver and I'm very far from poor. I'd rather make 'payments' into my savings or 401K than to a bank or car stealership.

Most financially wise people I have met will drive an older vehicle simply because it avoids a lifetime of being chained to a car payment in an effort to keep up with the Joneses and always have "a new car". Even those that buy a new vehicle off the lot will keep it for 10+ years vs trading it in every couple of years.

My truck is a 99,  with 350k on the clock for that reason.  I HATE vehicle payments.

Probably why the extra cost is 'only' $42.  Depending on the condition of the car and driving habits, break-even for an older car vs building a new one a bit earlier might come sooner than you think.  Smog is only only one type of pollution, a car with otherwise borked emissions can put a lot of crud in the air.

I remember reading somewhere that in California the newest cars actually clean the air, while older cars can pollute as much as 1k+ newer ones.

As for Dubai, I figure they'll probably set it equal to the citizenship income level.  They're one of those countries where 75%+ of the inhabitants are actually immigrants, not that they grant citizenship easily(or at all).  They pay a divident of oil income to all citizens, though the royals get the lion's share.

And yes, an old V-8 ghetto cruiser that hasn't seen any maintenance since 1993 is going to pollute as much as 1000 Prius' (Prii?) anyone can cherry pick comparisons.
A lot of the estimates for pollution are heavily skewed as well- example: some car manufacturers claim to have 'zero landfill' manufacturing, which in reality means they hire an intermediary environmental waste disposal company to pick up their waste and put it in the landfill for them.

Reading comprehension - It was in the study I remember.  Probably what happened is that some things like the CO and NOx compounds were properly catalyzed going through the updated emissions, resulting in exhaust that had lower amounts of that pollutant out the tailpipe than going in.

What about the 2002 vehicles that are being penalized per Gowen's post?
