So maybe our safety regulations aren't so bad.

Bicycles used by migrants to cross into Norway from Russia are piled behind a police station on the Norwegian side of the border at Storskog. Norwegian police confiscate the bicycles, which are mostly Russian-made, because they usually do not meet local safety standards.

These refugees fleeing with barely the clothes on their back -  where are they getting the money to subsist on as they trek from the Baltics through Russia?  (I'm guessing that the bicycles were not legally purchased, but I could be wrong.)

Heck, how are they getting from the Baltics into Russia?  And once they get there is Putin helping them get the heck out of there and into Finland, the traditional enemy of Russia?  (Well, it seems it should be that Russia is the traditional enemy of Finland, as there is no great history of the Finns trying to capture great swaths of Russia.)

stay safe.
If cowardly and dishonorable men sometimes shoot unarmed men with army pistols or guns, the evil must be prevented by the penitentiary and gallows, and not by a general deprivation of a constitutional privilege.

Could be lights, functioning brakes, bell and so on. All are required to ride a bike legally here on public roads.

Look at a map.  That's where they are crossing.  That's a long damn bike ride from Syria/Iraq to abovethe Arctic Circle.

I think they are trying to escape a shithole and hopefully find a better place to live.

I agree, if they're willing to go through the effort of biking through that stuff, most likely using the bike more as a cart for their stuff than to make the trek easier than walking, they have the willingness to take a risk and put effort in.

After that, there may be some education and cultural issues, but generally they're quite willing to work.

A Russian ban on pedestrian traffic across the border at Storskog, and Norwegian threats to prosecute motorists who give rides to people without visas, mean that migrants, even young children and the infirm, have to use bicycles to complete the last few dozen yards of an exodus...

The Article implies that the actual biking isn't that far.  This armchair observation does come from an overweight middle aged white male living in Texas whom hasn't seen snow in years.
