Willie Nelson is a very good guitarist.  He's able to write melodies over complex chord changes, and his lead guitar technique is accurate and tight, yet never forced.  He has a lot of Django coming out of Trigger.  And he's arguably "Great" because of his historical relevance and endurance.

Willie's strength is in subtlety; most of the time he's doing something simple, but exactly what's needed.  When he does get more complex, it's almost hidden under the rest of the music, and blends well enough that you have to listen for it.

As to Eddie, I was a teen in the Days of MTV.  Van Halen was at high popularity.  Jump, Panama, etc.  The Van Halen became Van Hagar.  I like a lot of both (sacrilege, I know).  I think Eddie is talented, and great, but I'd not make him #1.

I also like a lot of Van Hagar.  But I like Hagar before he hopped into Van Halen.  Hagar was a better singer than DLR, though DLR had more style.

Agreed, DLR is a showman, the center of attention is where he wants to be,   Hagar is more a member of the band.  Eddie shared the spotlight with Hagar,  while DLR fought Eddie to stand in it alone.

EVH's impact, and inclusion as one of the greats, isn't just about raw skill. (which is kinda subjective anyways, as this very thread proves)

It's about impact to the music scene, and the art at large.

He changed the way folks played guitar. He was a big part of the transition in popular music during that time, and he influenced a great many artists after.

His tone was much emulated, as were his techniques. You don't have to like his playing to recognize that impact.
