Speaker Ryan apparently isn't allowing amendments to be offered from the House floor. The author doesn't seem to like that, and quotes Democrats as claiming this "stifles debate."

I'm not so sure. Proposing amendments -- which often are unrelated to the actual bill -- isn't "debate." I have long believed that all bills should be debated (there's that word again) on their own merits, and should not be tainted by "poison pill" amendments that derail the debate and result in votes for or against the amendment(s) rather than the bill itself. Anything that's worth becoming a federal law is worth being debated on its own merits (IMHO).

I don't particularly like Ryan, but this doesn't seem to be as terrible as the author is making it sound.
