Chain of command gets blurry when order of operations comes into play.
ATC requires cocky aholes to set their shiny object pride aside and take orders from an E3.
As the tower supervisor, it created friction from time to time. 
"Yuma ATC Tower, Lcpl Dunaway speaking."
"Who's in charge?"
"I am."
"No, who's in charge?"
"Me. Lcpl Dunaway. How can I help you?"
"Put a Staff NCO on the *expletive deleted*ing phone!"
Hands phone to Staff Sgt working ground control
Quick conversation ensues
"Let me put you on the phone with the tower supervisor"
Hands me back the phone...
