The late advice columnist, Ann Landers, once wrote, 'Remember, fifty percent of the doctors out there graduated in the bottom half of their class at medical school." Someone else once quipped: "What do you call the guy who graduated last in his class at medical school? Answer: 'Doctor.' " It seems the same can be true of police chiefs, as well.
