ICE needs a 'hyper-realistic' urban warfare training center

They would like to have one that duplicates parts of Chicago and Arizona.  It will be built at Ft. Benning.

Because a training facility is by definition a controlled/controllable location, not a free fire warzone.

There is a reason why military medical personnel are trained in inner-city emergency departments.  They get to see and respond to trauma before the battlefield.
