Perhaps a new religion to take the place of Christianity? It's had a 2000 year run, time to worship the sheep god.

My guess would be someone with money to burn placed it there fairly recently as a "monumental" prank.

You know, that thing could have been placed originally for the local primates in the hope of greater things but then the Desert Bighorn came along and with their penchant for bashing heads together were able to vanquish the local soft skull primate population and most likely ate them thus leaving no fossil record. I think the present primates should steer well clear of the thing.
