Looks like the APS time is 5 hours ahead of east coast time.

Yes.  

The military uses the term "Zulu time", I believe.  If I had to guess I would guess it is so they can coordinate operations across time zones without worrying about "Is that 2300 hours my time or 2300 hours your time?"
