The device, believed to be a sea mine, washed ashore in Lauderdale-By-The-Sea, a small beachfront town just north of Fort Lauderdale, Broward Sheriff's Office spokesperson Carey Codd said in a news release.
Naval mines are explosive devices left underwater to damage ships or submarines.

A sheriff's deputy discovered the device while on patrol around 2:30 a.m., after which deputies secured the area and closed off a small section of the beach.

What sort of explosive is "inert"?

Well, in all fairness even though the mine (old Mark 6 contact mine which has not been in the US active arsenal since the late 60s/early 70s) it *could* possibly have a small charge in it for a flare or smoke. Inert just means it doesn't have a main charge. If I had found it it would have been in my backyard sitting right next to the Skeeter drone I would have picked up a couple of weeks ago.  ;)

Yes, I forgot the most deadly weapon in the navy was that little reduced size training bomb because the marking charge has quite the count of ordie thumbs and faces.
