Substitute 'Seattle' for 'San Francisco', and you can use this report in both places.  I am old enough to remember when Seattle had numerous SRO/flophouses downtown and that went a long way to ensure that the indigent and chronic alcoholics had a roof over their head.  I think the difficulty of building more housing is just as bad up here as the Bay area.

How to irritate your local liberals when they start screeching about "the homeless problem."
