Since the medical community in Washington is pretty similar to Oregon, I am not at all surprised that Oregon does not have the healthcare resources to offer treatment. I do agree that treatment is a preferable alternative to incarceration, but it is expensive, the success rate is low and often requires multiple attempts, and most healthcare providers are not thrilled about working in substance use.  Not to mention that a heck of a lot of users are not interested in stopping their drug of choice.

Seems to me the problems inherent with free and easy access to the most potent narcotic drugs imaginable for recreational purposes would be self-limiting.
