If it is not some sort of AI, then it is basically just a gun on wheels (or treads).  The operator would still be subject to the same use of force requirements as if he had the gun in hand.  It would be similar to the military using drones, they have ROEs just as ground troops do. 

They might be useful in some applications.  If the gutless wonders at Uvalde had an armed robot, perhaps they would have driven one into the classroom and taken out the bad guy as they cowered in safety.

During a Black Lives Matter protest in Dallas a BLM supporter ambushed cops killing 5, wounding 9 and injuring 2 bystanders. 

Bad guy holed up at a dead end hall of a building attached to a college and was trying to force the cops to come down the hall to kill him where he could shoot some more. Someone suggested shooting through the wall with a .50 but they figured the passthrough would be too dangerous so instead used a robot to slap a pound of C4 on the other side of the wall he was hiding behind and set off the charge.
